The aim of dream-agreement.eu tool is to help International Relations Coordinators of Universities (IRC-s) and students save a considerable amount of time when creating and sharing the Erasmus+ Learning Agreements, thus making the whole student exchange procedure more efficient.
The free dream-agreement.eu tool is a contribution from DreamApply to the student exchange community.
DreamApply is a modern student exchange and admissions management software solution. Currently DreamApply platform is hosting around 150 university systems from across 20 countries in Europe. DreamApply’s mission is to provide best possible technical solutions to support higher education institutions and internationalisation. More information: https://dreamapply.com
We are happy to invite also other organisations, associations and authorities to participate in further work on dream-agreement.eu.
In the summer of 2016, DreamApply was contracted by it's customers to develop an IT solution to ease the creation of Erasmus+ Learning Agreements, as the existing solution incorporated into DreamApply was not ideal for some of the more complex aspects of preparing and sharing of Learning Agreements.
During its development, as the characteristics of the tool became evident, DreamApply decided to enlarge the scope of the new tool by making it available as a standalone tool, free to use for any university, for the benefit of the whole Erasmus community. The tool has been made free so that all partner coordinators can share their agreements in a collaborative fashion. In addition, the tool also has an API that any university can use to easily integrate it into their Study Information System and automate their work regarding Learning Agreements.
The goal of this effort is to help International Relations Coordinators of Universities (IRC-s) and students save a considerable amount of time, thus making the whole mobility procedure more efficient. This is the motivation that is makes the DreamApply team improve this tool constantly.
We wish to thank enthusiastic IRCs for the very useful insights and suggestions that have been given. As a result additional features have and will be created into the tool and all users will be able to benefit from them. DreamApply encourages all IRC-s in European universities to provide their feedback in order to further develop a tool which will make their work easier and more efficient.
The tool is created and documented in a manner that no support would be required for using the tool. In case still needed, the DreamApply team is offering technical support for an hourly fee. Do not hesitate to contact us if you have any questions: [email protected]
DreamApply is the sole holder of the intellectual property and provides maintenance and technical support to the dream-agreement.eu service. The development of tool is being financed from revenues generated from the existing users of the DreamApply exchange management software.

This service is provided by DreamApply Plc, registered in Estonia and conforms to the European Union data protection regulations.
Higher education institutions (HEIs) and students using the tool are considered joint data controllers, DreamApply Plc is in the role of data processor and the processing activity is data storing. Please see below for our contact details.
The data is stored in data center facilities operated by DreamApply Plc, located in France and is not shared with third parties. Regarding HEIs privacy policy please contact the relevant HEI.
The purpose of this service, as well as the reason for the storage of the data, is to facilitate the electronic creation of Learning Agreements among 3 parties (student, sending coordinator, receiving coordinator).
This is achieved by one agreement party (preferably the student, see below) initiating the agreement and notifying the other agreement parties. All 3 parties will have access to view and edit the contents of the agreement, as well as add electronic signatures to the document.
It is also possible to not notify any other agreement parties and simply prepare the agreement electroncially, save it as a PDF file (or print it out) and delete thereafter. In such a case, no other parties will receive access to the agreement.
It is the user's responsibility to make sure that the other agreement parties that the agreement is shared with, are legitimate. If you are in any doubt, please verify the emails of the agreement parties. We recommend that students in particular should compare the emails of the sending and receiving coordinators with the well-known contact details of the international departments of the relevant universities.
For optimal data protection of the student, we recommend that the student will initiate the agreement process and notify the sending and receiving coordinators, taking care to share the agreement only with coordinators by inserting into the agreement only the officially published international office email addresses of the universities in question.
Normally several parties (student, sending coordinator, receiving coordinator) will have access to the same agreement. Once all involved parties have given up access to the agreement (by pressign the "Delete" button), the agreement is deleted.
In addition, the student has the option of deleting the agreement immediately, after passing through an email-based verification scheme to protect against accidental deletion.
Once an agreement has been deleted, a copy will still remain in backup archives for a limited time period - a backup taken just prior to the deletion will be kept for up to 4 weeks. After this period has passed, the backup archives are securely purged as well and the deletion cannot be reversed.
DreamApply Plc shall not be held responsible for any data loss, accidental or otherwise. Users are encouraged to take backups of their data by using the "Save as a PDF" feature, the "Download as a JSON file" feature or by taking snapshots of the data via the API.
We employ the Google authentication mechanism to securely log you into your account. None of your data is shared with Google in this process.
We do not ever alter any agreements stored on this service, nor do we share them with any other parties except those that the users have specifically designated.
Your data may be used to create anonymous statistics in order to evaluate the effectiveness of the tool and the overall trends of mobilities. Such statistics will not contain any personally identifiable materials and may be published publicly.
We employ a trusted timestamping scheme that guarantees that after a signature has been added to an agreement, it will become impossible for the agreement's contents to be tampered with. Even we ourselves will be unable to edit the contents of signed documents without you noticing.
Signatures are implemented as JWT tokens. A copy of the token along with it's fingerprint is also emailed to the signatory for auditing purposes. The signatures can later be independently verified by downloading our public key and keeping a copy of it in a secure place.
We also publish a list of all signature fingerprints created. We are open for outside audits to verify the integrity of the timestamping chain, should you choose to commission one.
